The heart of the agency, however, and its mission, is to find and prepare families to adopt the oldest and toughest youngsters, the teens and preteens who sit in the foster care systems of New York State, still desperately waiting for a family of their own. The agency is known for an extremely successful method that it has developed to help youngsters during the visiting process. Called "Empowered Transition," this process gives the youngster as much choice in visiting as the adults. Child and adult have their own transition workers, and each has as much time as needed to decide about becoming a permanent family.
